The Ministry of Finance Strategic Plan (2026–2030) serves as the institutional framework guiding the Ministry’s work over the coming period. It defines the Ministry’s strategic priorities in light of evolving economic conditions and development requirements, supporting the achievement of Egypt Vision 2030 targets, enhancing the efficiency of public financial management and fiscal sustainability, fostering economic growth, improving service quality, and advancing institutional performance.
The Plan adopts a modern approach to planning and performance management, based on priority setting, results measurement, continuous monitoring, institutional improvement, and risk management. This approach promotes the efficient allocation and utilisation of resources, strengthens the Ministry’s capacity to respond to change, enables the proactive management of potential risks and crises, and supports the achievement of sustainable impact.
The Plan was developed through a scientific and participatory methodology based on an analysis of the internal and external environments, an assessment of future challenges and opportunities, the identification of risks associated with the strategic objectives, and the application of best practices in strategic planning and institutional performance management. This process involved a series of workshops and consultative sessions attended by the Ministry’s senior leadership and representatives of its sectors and affiliated entities.
To strengthen institutional governance throughout the planning process, a decision was issued establishing the Permanent Committee for Strategic Planning. The Committee is responsible for overseeing the preparation of the Strategic Plan, monitoring its implementation and overseeing its updates, and enhancing integration and coordination among the Ministry’s sectors, affiliated entities, and authorities. A decree was also issued establishing the Higher Committee for Crisis Management to strengthen the Ministry’s preparedness for potential crises and risks, enhance its capacity for effective response, ensure business continuity, and mitigate their potential impacts.
The Central Department for Strategic Management led the preparation of the Strategic Plan and supervised its various stages. This included designing the working methodology; managing analytical and planning activities; coordinating among the Ministry’s sectors and affiliated entities; formulating strategic directions and objectives; developing programmes and activities in accordance with the programme- and performance-based budgeting methodology; defining key performance indicators; and establishing monitoring, evaluation, and risk management mechanisms. These efforts culminated in the development of an integrated strategic document grounded in scientific principles and aligned with the latest practices in government planning.
The Ministry of Finance Strategic Plan serves as a roadmap for the Ministry’s work from FY 2026/2027 to FY 2029/2030. It provides an integrated framework for setting priorities, allocating resources, measuring performance, managing risks and crises, and strengthening coordination among the Ministry’s sectors, affiliated entities, and authorities. In doing so, it supports decision-making, embeds a culture of strategic planning, and contributes to achieving the Ministry’s strategic objectives efficiently and effectively.
Together, We Plan... We Act... We Succeed.
